The continuous usage of mobile application and services lead to significant increase of data usage over mobile devices for improving data traffic and system capacity. Long term evolution(LTE) provides superior speed, low latency and better quality of service(QOS) for mobile networks. LTE uses single carrier frequency division multiple access (SCFDMA) as uplink access scheme due to its low peak to average power ratio(PAPR) properties. There are many QOS parameters. Time delay, error rates and good puts are some of most important parameters for achieving QOS requirements in LTE networks. The key factor that affects the QOS of LTE network is packet scheduling algorithms used in them. In this paper, the new Adaptive potential aware uplink scheduling algorithm(APASS) is proposed and evaluated in both local and wide area scenarios. Whereas the First maximum expansion(FME),Recursive maximum expansion(RME),Iterative algorithm and Improved maximum expansion(IRME) are studied and compared those algorithms in terms of rate, delay, average transmission power and complexity. The simulation results shows that the proposed APASS algorithm quickly reach a high level of data rate, fairness and efficiency than the already existing algorithms.
